Go out with The Kite House or check out the website under photos to learn how it's done. We launch and ride on the flats all the time.

Basically tho if you're out on a boat just blow the kite up and set it off the boat with a line to the kite leash on the leading edge, with leading edge down.
Then let out the lines and walk them out with the bar upside down. Back lines over the shoulders and front lines around the waist. Walk out the lines and then go to the back of the kite and put the back line on first and then go under your shoulder to attach the front line. Do the same for the other side. Walk the back lines back to te bar if there is no lines on top then the lines are correct. Let the kite drift and self launch. If you need more details just let me know.

The Kite Launcher floats, but the manufacturer says, have a friend retrieve it .... not the most convenient option. I've always used it in a place where I can just throw it onshore after the kite is up. The line manager can attach to your harness if you like.
