do they allow kite gear? Is it safe?

I believe they do, not wet kiters in wetsuits however. You would have to bring a change of clothes, shorts, tee shirts, etc.. We took a pair of skies and several bags on Trirail to MIA late last year to avoid parking hassles and expense. It worked out pretty well. During the day there is a security guy on ever train. I am not aware of significant security problems during the day in that regard from what friends say.

Tri rail is safe. Iv ridden it from miami to West Palm and it took me like 1 45 minutes to 2 hours. Not bad at all. Most likely they accept it. Like no one really looks for baggage.
