You need to file a monthly DR-15 sales and use tax form with the state otherwise FL fines you like $10,000+++ or more and you get to go to the clink

Certified instructors who do not use good judgement at the very least should risk losing their certification. If they give lessons in a location that may endanger anyone else (other kiters, beachgoers, windsurfers), they could be charged with culpable negligence. It is a second degree misdemeanor (no injury) and first degree if they injure someone. Then there is the personal injury lawsuit that will no doubt follow. I'm sure a judge will not take kindly to an instructor who was charged with culpable negligence.
