I would look around the wind archives at http://www.ikitesurf.com/ for various parts of the Caribbean for past years in January. I just had a quick look and it would appear that the latitudes just north of South America (e.g. Aruba, Margarita), look fairly strong throughout January. The Antilles to the north seem to be a bit lighter and more variable through the day but still in the teen mph range.

As far as mandated wind, that is a tough one. I would look over the archived data and make your choice.
