You should get in touch with Paul Menta of thekitehouse.com about taking a ride out to the Key West Flats. It is calm with useable wind from all directions. More about that at:

There is Smathers Beach but it is useable for winds from the E to S to WSW. North of that line you are largely out of luck unless you travel north out of KW or head to the flats. There are kiting rules for Smathers at:
