Not from your area but going thru bans as well. Just a suggestion to make it clear, simple, and easy to pass on to both locals and visitors.
Prepare a custom Google map. Idenitfy the beach, idenitfy the launch corridor, draw in a line on the distance away from the beach that its OK to ride, etc... With the custom Google feature you can prepeare these in just a few minutes.
There were some good maps on Tigertail that are very useful. Crandon in Miami has a similar aerial image.
