With a boat it is a good option, even better further south on the Flats. If folks rode there in westerly winds I wonder how many would bother to cross the state to ride off Marco. It is so much closer abd more wide open on the Flats.

Unfortunately, kiteboarding has been banned at Bill Baggs for a very long time and windsurfing outside the rental concession before that. Some had tried to negotiate a designated kite launch but without success. I wouldn't mess with the rangers there. Hobie has its share of hazards too some mentioned at:
