Going there since 2000 for 2 weeks each year in July. It's not as gusty as people make it out to be, although it can sometimes easily cycle from 20 to 30 kts every so often. Sometimes its rock steady.
Baja Mex south of Ensenada on the Pacific side can easily be 25-30+ kts during
early summer as well, of course there is nothing down there so you have to camp.
Galveston is 4-6 hours closer to LA than Corpus Christi, and maybe a few kts less
