Sure. Light wind like that is a joke. I wouldn't worry too much about it.
But, you really can (imo) learn a ton about your kite and how they fly in those really marginal winds. I like messin' around in the light stuff (just not around anyone....right Bob?)

3 more knots and you would have been fine, regardless of how it was tuned (within reason). That's a VERY nice kite, btw.
Some say it's one of the best kites ever made.
Inferno just got one, or a Type 8, can't remember. Both are cool c-kites with a ton of depower possible.
