Flat water is hard to find here in Palm Beach County, You've already found the BEST place IMO for flat water Anne's beach. But thats a good 2.5 to 3hr ride from here ( Boynton Beach ) A place that we ride ( Here in Boynton ) is Hammock park just north of the Boynton Public beach, Nice WIDE beach and not that crowded. But yes when the wind is good there will be waves. There is also the South side of Boynton inlet, which can be a "Flat" water spot on North- Northeast wind. But NOT a place for a Newbie. Critical area with the jetty, rock groins and not much of a launch area. It is the only "flat" water in our amidit area.

Try the Cable park (Ski-Rixen)for your board skills and then apply what you've learned to the ocean. It will all come together for you and you'll just be that much more ahead of the game for learning in the surf.

Another option is to watch for the "Frontal wind" . Thats when the winds this time of year (Winter) come on from the North. If you can time these days properly the first part will consist of good "Clean" wind along with a flat ocean. Today 1-09-07 is a good example. The wind is forcast to blow from the North @ 15-20kts and the ocean is currently flat.
