North wind at East Beach is usually poor in quality, due to the land effect and wind shadowing. It can be done, however the wind can be unpredictable and more often than not gusty.
North is a tough direction to ride here if you are looking for flat water. One of the best places to ride a north wind in the county is Indian Rocks Beach and if you have access to a boat check out the area north of Honeymoon Island known as Three Rooker.
