This announcement is not official, nor am I speaking on behalf of anyone.
I have been informed of these changes and decided to share what I have casually gathered.
Please consult with the Park Rangers/Staff for further clarity on the following:

For some time now, at the State Park North Jetty, Ft. Pierce,

'wind propelled type boards' have had to launch at boardwalk # 4 'and stay north of the boardwalk.'

Recently, it appears that they have now painted a rock (white & orange) on the North Jetty itself.

The purpose of this painted rock is to designate or define a 'line' in which kiters are not to cross.
(think of it as defining a surfer/swim area/kite free zone).

Already, I have seen kiters (who are aware of this recent change) kiting within this 'kite free zone.'
(However, there was no one surfing or swimming within this new restricted area when they did so.)

It is uncertain if this restriction still applies (or will be enforced)
if no surfers/ swimmers are within this zone,
as is the case many early evenings at the North Jetty.

Further clarity is needed at this time.
