I went riding out there (North Beach) recently with BigAirAl. I have been windsurfing and kiting out there for more than 20 years. We once suffered a full ban (kiting AND windsurfing) due to a kiter riding and jumping too close to bathers. Because of that, several kiters and windsurfers now talk frequently with the Park officials to avoid that from occurring again in the future.

While out at NB last time, Al and I met with one of his long time friends (a windsurfer). His name is Tye (sorry if I mis-spelled it). Tye said he had a meeting with the park rangers and some other riders recently regarding North beach.

Here is the skinny on what was agreed to in the meeting - -

North Beach has a swim zone with a lifeguard on duty most of the time starting this time of year through summer.
There is NO riding inside the swim zones at NB, which can be seen out in front of the lifeguard stand and continuing south.
Plan on the lifeguard enforcing this.

In addition, if you think of the area from the swim area to Bunce's pass in your mind, divide it into two halves. The windsurfers are supposed to stay on the southern half of that division, we are supposed to stay on the northern half, more near Bunce's pass. That is what happened the last time I went out and what has happened for years. So I think that was a good decision.

Lastly, the rangers would like for us to carry our gear up to the northern point before rigging. That helps limit our odds of landing/launching our kites near visitors who are most thick out near the life guard area.

I'd just assume have BigAirAl post this info, but his acc't on here rarely works.

I think this type of important information should also be available at the beach.
Maybe on a sign ?
