Since I am still working on water start and upwind nav. I would preffered to do in flat water. There are many area in the Indian River where there is wide and unclutter sections. Not to mention the shallower water (which make it easier to avoid bad situation). Many of these area are quiet because of being shallow, which many boats can not enter.

Does anyone know the rule about kiting usage???

I don't believe kiting is regulated per se in most of the ICW at this point. It is too rare an activity in the area. I would avoid airfields whether near the coastal or ocean, bridges, overhead powerline crossings, congested areas (e.g. ramps and marinas). It sounds like you have scoped out some more thinly populated areas without boats. Sounds like the ticket.
