SUP life jacket/leash Law Tampa?

I just gave my Mom a stand up board to use around Tampa ( and all over Florida ). She was out with a new group and was told she needs these things by Law. Whats the down low on this bullshit !!!!?? I know Im probably waaay behind here...

Needs life vest and a signaling device....whistle....buy an all-in-one whistle, mirror, compass, ect... from any sporting goods store.
p.s.... nobody wants to help you when you call state regs bullshit
